Remove CIC, solder in PicoCIC in its place in the orientation the product photo shows
Lift pin 24 of PPU1 and pin 30 of PPU2 then solder those pins together and to the single pad on its own in PicoCIC.
Solder the LED pin that's shortest to 5V (there is a pin right near original LED that has 5V) and the other two wires to the two remaining pads on PicoCIC
Hold RESET for over half a second to cycle between modes. Auto / 50Hz / 60Hz. The power LED will change between red, blue and purple.
